Our exposition will proceed as follows. In Chapter 1 we sketch out the basic dynamics of the global semiconductor industry and the insertion of firms from East Asia in the production networks of the industry. This chapter provides the essential empirical data with which our argument will engage. Chapter 2 introduces the concepts of 'latecomer firms' and their strategies of technological leverage and learning, tracing out a conceptual and theoretical framework that we use in our exposition of the national efforts to create semiconductor industries in East Asia.
No-one welcomed them into this exclusive club. They inserted themselves, not by following conventional strategies which are concerned with exploiting firms' existing advantages and resources. As latecomers they had few resources to exploit, and initially could benefit only from the advantage of low costs - an advantage that was rapidly diminishing by the time that these countries were ready to make their break into knowledge-intensive industries. So these countries' 'innovativeness' was not of the conventional kind where a firm conducts R&D and develops new technological products and processes.
The relative paucity of technological upgrading capacity in other development experiences (in Latin America, for example, but also in other parts of East Asia) merely serves to emphasise this point. 17 In their different ways, these scholars have studied the creation of new industries in East Asia from the perspective of the acquisition of technological competencies and the institutional frameworks within which these competencies were acquired and disseminated. Institutions and institutional capacities make the difference between success and failure, but it is the latecomer firms which ultimately have to embody the technological capabilities and act as vehicles for these national technological upgrading efforts.
