Evidence from other related research has suggested that "secondary prevention" programs using self-help manuals and minimal therapist contact have provided an effective means of change for problem drinkers (Heather & Robertson, 1981; Miller & Taylor, 1980). Combinations of these two areas of research provided the impetus for the preliminary AEC in Tayside, Scotland.

Neither outcome data nor follow-up data were collected on these subjects as part of the AEC study, although a subsequent attempt has been made to follow-up this cohort (Baldwin, Lawson & Mooney, 1991). These initial results confirmed it was possible to implement a service to the courts based on AEC attendance by young offender/clients. Although process, outcome, and follow-up data were not collected, subjective measures had suggested that AEC members had not reoffended during the course. Very low rates of referrals for female offenders were recorded, although three agencies ran separate AECs for females.
